Several issues here, but I will highlight 2:

1) You cannot legislate or train morality. I believe the money should be spent on oversight of police officer's online groups and social memberships much like the intelligence community mandates that all cleared personal submit formal notice of joining any such groups. You have special powers and more responsibility as a police officer.

2) Begs the question, does the police chief have a "cultural problem" in her department?
