    What is the precise jurisdiction of the the City of Hyattsville's (hereinafter "City") authorization to stop traffic on a state/county road? The City claims that it has no public safety domain over state/county highways and roadways, but claims authority to exert general traffic enforcement over these roads? Please clarify. Thank you
